The proper way to do it is sand back all the clear coat of affected panels. Use wet 800 or 1000 grit. Keep sanding until your sandpaper starts getting some of your car’s colour on it, then you know to stop because all the clear coat has gone.
You will need to spray at least one coat of colour on this way, as you can’t sand back through all the clear coat without hitting some colour and thinning that out in some places accidentally.
The shortcut version is remove loose clear coat and rough prep for a spray of clear coat on top. Results aren’t spectacular.
